ANSWER
:
In 2009/10, the average usage by Residential Diesel customers was 7.480 GW.h / 539
customers = 13,868 kW.h.

Please confirm that before the North-Central System moved fully to grid rates in
2000/2001, average residential consumption levels were at 13,700 kWh, and that
by 2008/2009 this had increased to 26,700 kWh.
ANSWER
:
As stated in PUB/MH I-184(a) from the 2010 GRA, the average residential consumption
levels for the North Central customers was 13,456 kW.h. By 2008/09 this had increased to
26,690 kW.h.

c)
Please indicate whether MH expects North Central consumption levels to occur
in the four Diesel Communities.
ANSWER
:
The four remaining diesel communities could only reach similar consumption levels to the
North Central communities if all were upgraded to 200 amp service and had electric heat
installed. With the 60 amp service restriction in the Diesel Zone this is not possible.

a)
Please confirm that MH’s all-in average cost of supplying energy to the four
Diesel Communities is currently in the 100-110¢/kWh range.
ANSWER
:
The total cost to serve the diesel communities in approximately $7.3 million/year (excluding
capital costs which, in accordance with the Settlement agreement, are separately funded).
The total annual consumption in the  diesel communities  is  approximately 13.4  million
kW.h/year. Therefore  the  average  cost of supplying energy (excluding  capital  costs) is
approximately 54 cents/kW.h.

b)
Please confirm that at grid rates for residential customers, MH will be providing
approximately a $1.00/kWh subsidy from MH’s other domestic ratepayers.
ANSWER
:
As detailed in PUB/MH (DIESEL) I-17(a) the full cost rate was calculated as 54.7¢/kW.h
(not including post 2004 capital recovery). Hence if grid rates are extended as proposed in
the application the difference (not including that which is recovered in the surcharge) is 54.7
less 6.62 = 48.08¢/kW.h.
