The numbers in the Order Pane correspond to the numbers on the PDF in the
Document Pane as seen in Figure 22.

While some people use the Order Pane when remediating PDF files, it often causes
issues with the tag order. We recommend using Content instead. In addition, the
name is a little misleading. The Order Pane does not dictate how the PDF will be
read by a screen reader. That’s the job of the Tags. It does, however, dictate how
a file is read in Reflow View. (View > Zoom > Reflow)
Tags
The Tags Pane (Figure 23) allows you to view and edit the Tags that are present
in the document. It is what a screen reader will use to read the document aloud or
to present the content to a Braille user. Whatever order the tags are in is the order
in which it will be presented to assistive technology. An untagged PDF is a PDF that
is not accessible.
